The Home Office has changed the law so that it is no longer required to issue replacement certificates for British citizens' birth abroad. A new form of proof known as an "emergency birth certificate" (EBC) was published on July 3rd this year and is intended to replace old documents lost or destroyed after a short period. It can be used by adults who want to show their UK citizenship, but not children under 16, unless they are applying for a British passport. There remain some situations where people need official proof of their identity, such as when buying a car or registering property. In these cases other forms of identification will be needed. For example in England and Wales anyone born between 1984 and 2006 who needs to prove nationality should have a copy of their full birth certificate, while those with passports should apply online to get either an EBC or a standard-form Birth Certificate issued within five working days. However if you don't already hold a passport you won't be able to apply for one at all until your 10th birthday. The move follows a change made last year whereby someone could no longer lose their right to a British passport simply because the document they had been carrying was defaced or stolen. Under the previous system, if a person's passport was damaged or lost, even accidentally, then they were considered stateless and could face deportation. Since April 2014 only emergency travel documents can now be issued temporarily instead of passports if there is reason to believe an original might become invalid or unobtainable. This latest measure comes into effect immediately although the first batch of Emergency Certificates aren't expected to arrive from government printers until mid August. They will come with an introductory leaflet advising users what information is likely to be held about them on record in case they require further details. And the department responsible
